I have been using the Hello Bar for about a month now on my site.
It is the little drop down bar at the top of the page. Right now I got it set to offer a subscription to my blog. I am thinking about other ways that I can use it. For now that is about it though.
You can create one Hello Bar or multiple bars.
When I signed up I have 5 invites to give away. It is pretty neat and pretty easy to set up. It is customizable, and even has stats built into it to monitor impressions, clicks, and click throughs.

I have no idea. No one else have reported having any problems.
You can apply to get one, and it only takes a couple of days if you continue to have the problem.
Sorry man. Do you have access to your php files for your blog? You would need access to install hello bar.

The HelloBar is pretty cool. The first time I saw it, I thought I should look into it for my blog – alas, I haven’t gotten to it yet. Maybe now is the time!
